To further implement the national education digitalization strategy, the 2025 Shaanxi Province Educational Digital Leadership Training Program commenced on October 9. This training program is organized by the Shaanxi Provincial Department of Education, hosted by Xi’an Jiaotong University, and co-organized by China Telecom Shaanxi Branch. Attendees at the opening ceremony included Ji Yingqiu, a member of the Shaanxi Provincial Committee of Education Work, Hong Jun, a member of the Party Standing Committee and Vice President of Xi’an Jiaotong University, Ling Zeliang, Deputy General Manager of China Telecom Shaanxi Company, and Wang Chong, a member of the Party Committee and Deputy General Manager of China Electronics Quantum Information Technology Group Co., Ltd. Over 170 individuals, including responsible officials from higher education institutions in Shaanxi Province and key leaders from the Network and Information departments, participated in the training. The opening ceremony was presided over by Li Xiangyang, Director of the Educational Informatization Division of the Shaanxi Provincial Department of Education.

Hong Jun delivered a speech on behalf of the university and presented a special report titled "The Revolutionary Course of AI-Enabled Self-Directed Learning." He stated that at a critical stage in the Ministry of Education's promotion of the digitalization strategy for education, the IHarbour, as a new engine for Xi'an Jiaotong University to serve national strategies, has focused on "integrating industry and education and fostering collaborative talent development." By breaking down barriers of "university, local government and enterprise", it has established a new model of deep integration led by enterprises in industry-education collaboration, with related practices receiving recognition from the Ministry of Education. In the face of a new round of technological revolution, the university has leveraged the IHarbour to advance seven major projects in AI+ undergraduate education reform through the "AI Pioneering Plan," exploring self-directed learning and the construction of borderless classrooms to reshape the new form of AI+ education. At the same time, Xi'an Jiaotong University places great emphasis on digital and intelligent transformation, focusing on the reform needs of AI-enabled teaching across the entire process and accelerating the development of digital transformation in education. He pointed out that digital transformation is never a "solo performance" by a single university but a "collaborative battle" among regional universities. Xi'an Jiaotong University is willing to transform the practical experience of the IHarbour in industry-education integration, digital governance, and the AI Pioneering Plan into shared resources for sister institutions. He expressed hope that colleagues present could build consensus and jointly explore new pathways for the development of digital education.

Ling Zeliang stated that Shaanxi Telecom looks forward to deepening cooperation with various universities in areas such as joint research and planning, infrastructure upgrades, innovation in smart teaching scenarios, construction of collaborative research platforms, and enhancement of campus governance capabilities.

Ji Yingqiu pointed out in the summary that he hopes all participants will take this training as an opportunity to deepen exchanges and discussions, share experiences, and contribute to the construction of a high-quality education system and a strong education province in Shaanxi.

It is reported that the three-day training focuses on multiple themes including digital education, smart education, innovative applications, and cybersecurity. Through various forms such as thematic reports, experience sharing, group discussions, and on-site observations, participants engage in exchanges and learning, summarizing and sharing advanced experiences in educational informatization construction. The aim is to jointly promote the high-quality development of educational informatization and cybersecurity work across the province, providing strong support for the digital transformation and modernization of education in Shaanxi Province.
