On the morning of Sept. 15th, the 9th series of learning exchange activities of “the Belt and Road Initiative” hosted by China Centre for International Science and Technology Exchange (CISTE) was successfully held online. The topic of this exchange activity includes cultivating the establishment of the “the Belt and Road Initiatives’”Regional Science and Technology Organization, study on building Alliance of International Science Organization (ANSO), Experience Sharing of IKCEST Training Base. About 60 people from each project unit of China Association for Science and Technology (CAST) Program of International Collaboration Platform for Science and Technology Organization in Belt and Road Countries participated in this sharing and exchange activity online.

Li Rui, project engineer of the IKCEST (International Knowledge Centre for Engineering Sciences and Technology under the Auspices of UNESCO) Training Base, the director of operation security center of Continuing Education School, Xi’an Jiaotong University, was invited to participate in the activity and shared the experience of Silk Road Sciences and Technology Services. Focusing on the IKCEST Silk Road Training Project undertaken by Xi’an Jiaotong University, six major featured measures of XJTU had been introduced in the report, including center positioning, team organization, resource coordination, platform construction, international training, and work exchanges. Director Li pointed out that to carry out the IKCEST Training Programme, platform is the foundation, users are the core, and service is the essence. It is necessary to be good at handling the relation of five aspects, including technology, resources, management, research, and service. During the outbreak, Xi’an Jiaotong University relied on the technical platform to improve the resource construction so as to better support the training of international talents.

The lecture was highly praised by everyone. After the lecture, the project directors gave high praises and affirmations to Director Li and indicated that we should further strengthen communication and exchange, learn and absorb the essence from the report, and explore the innovative ideas and measures of IKCEST Silk Road Training Programme.

It is reported that since 2016, under the guidance and support of the Chinese Academy of Engineering, the Ministry of Education, and the People’s Government of Xi’an, Xi’an Jiaotong University has combined enterprises to target the talent needs of the Belt-road countries, and creatively promote the training of talents for the five goals of Silk Road (policy coordination, facilities connectivity, unimpeded trade, financial integration and people-to-people bonds). A team of 230 people has explored for 5 years and created a multi-linked Silk Road talent training model of “university takes lead, government takes control, enterprise gives supports” and founded the IKCEST Silk Road Training Base. In order to cooperate with the implementation of “One Belt and One Road Initiative” and to deepen scientific and technological exchanges and cooperation with countries along the Belt-road countries, Xi’an Jiaotong University Network Information Center, School of Continuing Education, Library and other units actively strive for and successfully shortlisted for the 16 key construction units of China Association for Science and Technology (CAST) Program of International Collaboration Platform for Science and Technology Organizations in Belt Road Countries. They are responsible for the construction of the Silk Road Sciences and Technology Knowledge Service and training center. At present, the center has achieved good results. The self-developed Silk Road Engineering Science and Technology Knowledge Service System supports six languages and has more than 7 million unique data resources. Relying on superior disciplines, Xi’an Jiaotong University has built 18 offline topics and 243 courses. Until Sept. 2021, it has carried out 98 Training Programme for Silk Road Engineering Science and Technology Development with a total of 17,194 trainees from 115 countries. Now IKCEST Training Base has established relatively stable contacts with Thailand, Russia, Pakistan, Uganda and other 8 countries, accelerated the internationalization of continuing education, provided Chinese solutions for the development of countries along the Silk Road, and contributed Chinese wisdom.
